Abstract

This study investigates Malaysia’s solid waste management (SWM) system through a comparative case study of Shah Alam and Johor Bahru. The analysis focuses on governance, public participation, management mechanisms, and stakeholder integration. A mixed-methods design triangulates data from semi-structured expert interviews, household surveys, and archival reviews. Findings indicate that while governance weaknesses are evident in Shah Alam due to federal–state tensions, strong partnerships and community participation compensate for these shortcomings, ensuring overall system performance. This research contributes new empirical insights by integrating expert and resident perspectives, advancing theory by framing SWM effectiveness as multidimensional rather than governance-dependent, and offering policy recommendations for Malaysia’s ongoing SWM reforms.
